One
argument advanced regarding predicted market penetration may be that if
Parkland tuition and fees are significantly higher than those of
comparable community colleges, similar market penetration might not be
attained. The following graphic presents comparative tuition and fees
for fiscal year (FY) 2006 for the regional community colleges as well
as their average rate and the average tuition and fee rate for all
Illinois community colleges. The Parkland College tuition and fees rate
are about average.

Relevant
also to this argument concerning the affordability of Parkland's
tuition and fees is the level of residents' individual wealth, or
ability to pay. Presented below is a comparison of the per capita
income by district for these same regional community colleges. This
data indicates Parkland College serves a high per capita income
district. The college is maintaining a relatively low tuition and fee
rate within a high per capita income district. Parkland's tuition and
fee rate should not retard market penetration; indeed, it may enhance
the market penetration.
